Founded by Dr. Luc Boulay in 1973, he created a truly independant Newfoundland owned and operated optometry clinic which has always provided the best in diagnostic and therapeutic eye care.
We are always taking new patients and no referrals are necessary. We also welcome emergency appointments for injuries and sudden onset medical issues
Our office direct bills most private insurances for both eye examinations and glasses
Optometrists’ Scope of Practice Expanded to Include Glaucoma

Provincial regulations have been amended to expand the scope of practice for optometrists to include the treatment and management of patients diagnosed with glaucoma. We are also able to treat and manage ocular disease and disorders with oral medication.
Dr. Justin Boulay is licensed to diagnose, treat and manage glaucoma as well as ocular disease. Our office has the ability to perform visual fields, ocular coherence tomography and ultrasound imaging of the eye to help diagnose and monitor many conditions of the eye including glaucoma.
COVID-19 Information
We are open for routine eye care however we recommend patients make appointments or call prior to entering our clinic. All COVID-19 prevention protocols will be followed in examination rooms and areas where there is close contact with patients and staff. Please call ahead for if you have any questions or for further information.
Completed glasses and contact lens orders will continue to be available for curbside pickup. Appointments for adjustments or other services are recommended

Luc graduated from the University of Waterloo and came to Newfoundland in 1973 with his wife Georgina to begin his Optometric practice. He was quite proud to know that it continues to be a part of the community under his son, Dr. Justin Boulay.
Luc always strived to give back to the community as a member of Rotary and had a love of sailing with friends and family at the Royal Newfoundland Yacht Club. He also enjoyed golfing with friends and traveling with his family.
Leaving to mourn with fond and loving memories his wife, daughter Andrea, son Justin, brother Dr. Maurice Boulay, nieces, nephews and many other relatives, friends and colleagues.
His larger than life personality and love of his patients will be missed by all.
